Add directives for setting ClusterRole permissions in the book #750

The default ClusterRole created by kubebuilder does not include
all the requried permissions for the controllers to access the
cluster-api objects.

This causes the sample providers developed in the provider implementation
guide to fail when deployed.

This PR adds additional kubebuilder directives for setting these permissions.

Fix #741

This PR requires /help for setting the development environment and check the
documentation changes.

Hi @pablochacin. Thanks for your PR.

I'm waiting for a kubernetes-sigs or kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Same here.
